This is a flag design for the proposed nation of Cascadia. This flag was designed by Andrew Rogers, and you can read more about Cascadia and his flag designs at andrewrogers.net.
Cascadia is a proposed nation which would consist of the current British Columbia, Washington, and Oregon. There are also many proposed flags for this could-be nation. The most popular one can be found on the Wikipedian Casacadia article, but I think it looks way too much like the flag of Lesotho, and the black evergreen just does not make any sense at all.
This design by Andrew Rogers is simple and symbolic. The seven five-pointed stars represent the "seven original commonwealths that formed the kingdom". The green is the color of evergeens, which are very easy to find in "Cascadia". You can find more of Andrew Rogers' designs at this website.

I don't believe Canada's British Columbia and the U.S. states of Oregon and Washington are going to want to become a seperate nation, so the idea of a Cascadian flag are totally futile (the flag's design itself is okay, though).
Beautiful flag. Great for alternate histories, but Thankfully this is NOT the Balkans. Balkanization usually causes upheaval without actually solving problems.
FYI:
The current flag of Lesotho was adopted on October 4, 2006. The Cascadian "Doug" design has been around since (at least) 1996, with possible (unconfirmed) foundations as early as 1989.
THE FLAG - per preliminary constitution (drafted 1999/2000, revised 2002):
Section 4. THE FLAG
A) The flag of the Republic of Cascadia shall consist of three horizontal bands of equal height; blue over white over green. The colors of this banner represent;
i) BLUE: The unpolluted sky, the Pacific Ocean, the mighty rivers, pristine lakes, streams and watersheds that flow in our beautiful land.
ii) WHITE: The clouds that drift overhead and our snow-capped mountain peaks that run the length of this great new nation.
iii) GREEN: Our deep and lush forests and wilderness, our fertile fields and farmlands, our environmentally conscious citizens and our love and respect for Mother Nature.
iv) In the center shall reside in black or dark green the silhouette of the Conifer tree. Found in a variety of species throughout this bioregion, the Conifer tree represents the Douglas Fir, the Redwood, the Cedar, the Spruce, the Juniper, and all other Pacific Northwest evergreens that have withstood the test of time, and which stand in defiance of storm, fire, and Man. The height of this image is set to be three-quarters of the height of the flag, centered horizontally and vertically upon the banner.

B) Dimensions: The dimensions of the banner are set to be three (3) units in height, each horizontal color band at one (1) unit high; by five (5) units in length.
C) Materials: It is recommended, but not required, that the Cascadian Flag be made from all-natural, organic cloth materials (such as hemp), and colored using all-natural organic non-polluting dyes.
